Job Summary
Under general supervision, provides advice, coaching, and assistance to legal implications and risk, union contract and other labor relations issues. Participates in the development and implementation of employee relations strategies, programs and policies.
Major Duties and Responsibilities
Serves as the labor and employee relations expert in specific areas of focus such as harassment, discrimination, organizational changes, and performance management.
Serves as representative in sensitive/controversial discussions and negotiations with employees and representatives of the collective bargaining unit.
Investigates internal complaints regarding fair treatment and compliance with laws and policies, embark on dispute resolution, mediation and conciliation, and makes recommendation to appropriate manager or legal counsel as to the resolution of the case.
Provides advice and guidance to managers and supervisors in resolving work-related issues and provides guidelines on employee and management rights and obligations, discipline, appeals rights, office conduct, reassignment, promotions, and labor relations matters.
Audits practices and procedures for compliance with legislative and regulatory requirements, recommending changes to regulations, policies, and procedures under review.

Expert knowledge of employee and labor relations, and legal and regulatory principles, practices, regulations and procedures.
Expert knowledge of and skill in negotiating with representative of collective bargaining unit and ability to interpret, enlist, and employ union contracts, grievances, employee welfare, and contractual stipulations.
Expert knowledge and skill in applying conflict resolution techniques to interact in emotional situations.
Expert knowledge of and skill in employing appropriate guidelines and processes for conducting un-bias employee and management investigations.

Job Summary
Under broad supervision, plans, monitors, and effectively execute administrative programs and special projects with emphasis on human resources areas such as employee relations, labor relations, and performance management. Interprets policies and legislation, and develops and coordinates special projects and program for improvements.
Major Duties and Responsibilities
Serves as a technical expert with the authority to represent the agency in dealings with the national and local union headquarters, and respective agencies in connection with such matters as employee complaints and appeals, union representation issues and proposed policies.
Represents management staff that are in contact with union officials on matters pertaining to the administration and interpretation of contract and arbitration awards.
Initiates, performs, and reviews special projects, studies, and/or programs activities pertinent to the development, evaluation and recommendations on the resolution and adjudication of employee and labor relations and performance management issues.
Conducts and leads special projects and comprehensive studies to assess, identify, design and plan the employee and labor relations strategic programs.
