Job Summary
Under general supervision, assists in the oversight of budget allocation, performs budget formulation and analysis of overall budget and financial activities. The work directly affects the design or operation of systems, as well as the accuracy and reliability of the agency.
Major Duties and Responsibilities
Ensures the availability of appropriate funding information in accordance with legislated appropriations guidelines, program plans, and Mayoral and department directives; provides information and assistance that includes recommendations for budget, financial oversight and resource allocation.
Works with the agency’s budget team to provide the appropriate programmatic and financial data; reviews and interprets grants and contract specifications, guidelines and regulations.
Provides oversight of budget funding as the purchase system liaison; processes grantee monthly payroll and other expenditures in the government purchase system.
Analyzes purchase system receipts and makes recommendations for correction. Assists in preparing budget information for performance hearings, forecasting reports and other required reports.

Knowledge of the District of Columbia budget and funding allocation processes, accounting principles and standards, resource management procedures, laws and regulations governing the budget process and fund control.
Knowledge of and skills in quantitative and qualitative methods and techniques to perform a variety of analytical assessments.
Knowledge of and ability to develop innovative proposals for improving and streamlining the analytical and administrative processes.
Excellent verbal and written communication skills and the ability to conduct fact-finding methods as it relates to funding appropriations.

Job Summary
Under the administrative direction, responsible for identifying funding priorities, preparing financial justification, develops project selection and evaluation criteria and advises agency leadership on resource allocation initiatives.
Major Duties and Responsibilities
Provides guidance regarding the financial resource of programs and projects including memoranda of agreement; development of progress of financial reports; review of project and program reports.
Assesses the agency’s financial resource status, and its effectiveness in achieving desired outcomes of the agency’s resources and recommends corrective action when necessary.
Ensures that key District and organizational goals, priorities, values, performance objectives, and other issues and criteria are interpreted and considered in making financial program decisions.
Establishes resource allocation priorities capital, and operating funds. Conducts research regarding innovative capital financing methodologies. Develops recommendations on innovative financing mechanisms.
Core Competencies
Thorough knowledge of the budget process, appropriation and program authorization process, and the District's capital budget process.
Thorough knowledge of research methodologies including economic analysis, program evaluation techniques, cost benefit analysis, formulation of project priority setting criteria, and policy development.

Job Summary
Under administrative direction, monitors financial trends and evaluates fiscal planning and resource allocation. Establishes program goals, and objectives, and identifies funding priorities. Prepares financial justifications, develops project selection and evaluation criteria and develops policy briefing materials for senior officials.
Major Duties and Responsibilities
Provides guidance regarding the financial resources of programs and projects including memoranda of agreement, oversight of project activities, development of progress reports, and the review of project and program reports. Maintains historical financial data to project trends and future spending patterns.
Partakes in the formulation and execution of the operating budget for the agency. Monitors and tracks expenditures, ensuring the efficient use of budgeted funds, and investigates and resolves problems and discrepancies.
Performs financial and management analysis to include monthly obligations, budget plans for major dollar expenditures, adjustments, un-liquidated obligation reviews, and unexpired resources against program. Researches and studies the cost of breakdowns to determine reasonableness of acquisition prices.
Establishes resource allocation priorities, capital, and operating funds. Conducts research regarding innovative capital financing methodologies and other resource funding plans and programs.
