Job Summary
Under limited supervision, conducts plan reviews and examines construction permit applications and construction documents for compliance with District construction codes and regulations. Manages assigned workloads and schedules plan reviews and daily activities to determine appropriate priorities and deadlines utilizing knowledge and/or certifications as guidance.
Major Duties and Responsibilities
Supports all aspects of the District Permits Operations, including program development, program maintenance, and plan review.
Conducts plan reviews of submitted projects, drawings, specifications, and other construction documents of projects for compliance, as applicable, with the International Code Council (ICC).
Reviews construction plans for new and existing buildings; renovations; remodeling work; building permit applications; and signs permit applications for compliance with D.C. Official Code, laws, rules, regulations, specifications, standards, policies, and procedures.
Reviews plans and tenant layouts for compliance with District building codes for electrical, mechanical, plumbing, and fire structures.
Conducts detailed examination of electrical plans, riser diagrams, schedules and specifications, to determine conformance of electrical design with the District and national electrical codes and regulations.
Consults with architects and engineers concerning discrepancies on plans, nonconformance to code requirements, and other regulations.
Renders advice on architectural designs, construction methods and materials to ensure overall plans are carried out in accordance with code requirements.
Core Competencies
Thorough knowledge of and experience in the International Code Council's model codes (2012 International Code). Significant training and experience in plan review in accordance with the codes and programs.
Thorough knowledge of and experience in the D.C. Construction Codes, code adoption process, DC Third- Party Plan Review Program, and District government's regulatory processes.
Ability to read and interpret construction documents. Experience in building design, construction, fire, mechanical, electrical and plumbing technologies.
Effective oral and written communication skills.
Licenses, Certifications, and Other Requirements
Must possess or obtain one of the following within (6) six months of entry into the position and subsequently maintain a certification for ICC
Structural: ICC Building Plans Examiner/Reviewer;
Electrical: ICC Electrical Plan Examiner/Reviewer;
Mechanical: ICC Mechanical and Plumbing Plans Examiner/Reviewer; or
Residential: ICC Plans Examiner/Reviewer.
Basic Qualifications
Degree Required: None.
Work Experience: Specialized experience directly related to the position.

Manages assigned workloads and schedules plan reviews and daily activities to determine appropriate priorities and deadlines utilizing knowledge and/or certifications as guidance.
Major Duties and Responsibilities
Provides support to all aspects of the District Permits Operations, including program development, program maintenance, and plan review.
Conducts plan reviews of submitted projects, drawings, specifications, and other construction documents of projects for compliance, as applicable, with the International Code Council (ICC).
Prepares reports of non-compliant items discovered during review of plans for supervisory review. Maintains records of approvals and prepares administrative and plan review reports.
Provides expert technical assistance to design professionals, contractors, other District agency representatives and the general public regulators.
Advises applicants of changes needed in drawings for proposed construction that will satisfy the requirements of the ICC.
Recommends changes, clarifications and/or updates to the existing codes, regulations and permitting processes.
Core Competencies
