Parking Enforcement Officer

Job Summary 

Under direct supervision, performing highly structured entry work designed to develop broader and more in-depth knowledge and skill needed to work in higher level assignments, which involves parking enforcement fieldwork by patrolling assigned areas; and enforcing city ordinances and regulations governing non-moving traffic violation.

Major Duties and Responsibilities 

Patrol assigned area on foot or in a vehicle to conduct surveillance of the District's streets and roadways for citations of various non-moving violations.  

Identifies vehicles in violation of parking codes and checks with dispatchers for booting and towing vehicles; and prepares and issues parking citations.

Requests and affixes tow-authorization stickers on vehicles parked illegally or in restricted areas; and makes arrangements to tow illegally parked or abandoned vehicles.

Operates radio transmitters, interacting with officials and dispatch centers for emergency assistance.

Responds to public questions about routes of travel, points of interest, distances and related matters.

Core Competencies  

Knowledge of the District of Columbia Municipal Regulations, D.C. Official Code, and applicable rules, policies and guidelines.

Knowledge of traffic adjudication procedures as they relate to the disposition of parking violation.  

Ability to apply parking regulating, precedent, operational methods, and techniques.  

Ability to communicate effectively, both orally and in writing.    

Ability to operate a motor vehicle. 

Licenses, Certifications, and Other Requirements  

Valid Driver’s License.

Job Summary 

Under general supervision, performs a limited range of activities involved with patrolling streets in assigned areas on foot or in vehicle to cite illegally parked vehicles; and to enforce motor vehicle parking and moving regulations. Responds to emergency situations and special events in District. This level of work is designed to develop broader and more in-depth knowledge and skill needed to work in higher level assignments.

Major Duties and Responsibilities 

Patrol assigned area on foot or in a vehicle, surveilling District's streets and roadways for citations of various non-moving violations.  

Requests and affixes tow-authorization stickers on vehicles parked illegally or in restricted areas; and makes arrangement to tow illegally parked or abandoned vehicles.

Identifies and documents malfunctioning parking meters and conflicting or missing parking signs or traffic control signs.

Collects data and review a variety of reports relating to parking violations to identify problems and trends.   

Draft non-technical correspondence relative to parking violations, incidents, witnesses at accidents, or other situations.

Knowledge of the District of Columbia Municipal Regulations, D.C. Official Code, regulations and applicable rules, policies and guidelines.   

Knowledge of adjudication procedures in the disposition of parking violations.    

Ability to communicate effectively, both orally and in writing.

Job Summary 

Under general supervision, performs the full range of parking enforcement activities ranging from average to complex in nature. The work involves enforcing motor vehicle parking regulations; explaining and enforcing numerous parking and traffic codes; investigating disputes between citizens and officers over ticket violation issues; and preparing reports on operational problems.

Major Duties and Responsibilities 

Investigates disputes between citizens and officers over ticket violation issues and prepares reports on operational problems.

Requests and affixes tow-authorization stickers on vehicles parked illegally or in restricted areas; and makes arrangement to tow illegally parked or abandoned vehicles.

Monitors the flow of traffic during rush hours by enforcing parking regulations. Issues citations, and requesting tows, as necessary to alleviate safety hazards.

Provides information and directions in response to questions about routes of travel, points of interest, distances, and related matters to the public.

Identifies and documents malfunctioning parking meters, conflicting or missing parking signs, or traffic control signs.

Lead Parking Enforcement Officer - CS-1802-09

Job Summary 

Under limited supervision, responsible for assuring that the work assignments of other Parking Enforcement Officer of the team are carried out, performing a range of leadership, coordination and supportive assignments; and performing parking enforcement work of a complex nature, often involving conflicting situations/issues.

Major Duties and Responsibilities 

Provides day-to-day guidance to members of the parking enforcement team on issues confronted while carry out their daily assignments.

Identifies, distributes and balances workload tasks among employees in accordance with established workflow.  

Assesses the strengths and weaknesses of the team; and provides leadership in exploring alternatives.  Provides on the spot training instructions to new employees.  

Appears at traffic adjudication hearings and other hearings to present justification relating to contested parking citations.

Operates and monitors a radio transmitter to keep in contact with appropriate officials and dispatch center.

Prepares reports; tracks operational issues; and reports conclusions and recommendations to the supervisor.
