Job Summary 

Under general supervision, investigates, analyzes and recommends solution to equal opportunity problems through fact-finding, problem analysis, negotiation and voluntary compliance programs. Addresses discriminatory practices by utilizing proactive measures to eradicate and enforce compliance in accordance with federal and local laws.

Major Duties and Responsibilities 

Investigates complaints of discrimination filed on the basis of race, color, religion, sex, national origin, age, handicapping condition, gender identity or expression, political affiliation or other basis specified by law.

Conducts interviews with charging parties and their witnesses to obtain evidence relevant to the allegation of discrimination.  

Conducts site visits, as necessary, to examine policies and practices, review records and observe the environments in which the alleged discriminatory acts transpired.   

Prepares and drafts complaints of discrimination following completion of interviews.  

Prepares letter of determination, recommending cause or no cause for filed complaints, and drafts memoranda to request dismissal for administrative closings.

Knowledge of the local and federal laws, guidelines, regulations, and procedures associated with compliance inquiries, rules and criteria, and ability to make appropriate decisions, and perceive the impact or implications of decisions and commit to action.

Knowledge of the guidelines, regulations, and procedures associated with investigations, including evidence detection and handling, and drawing appropriate factual interpretations and conclusions.  

Knowledge of procedures for developing technical and operational documentation, identifying and analyzing problems, reviewing information, generating and evaluating alternative solutions and making recommendations.

Job Summary 

Under limited supervision, conducts, directs and coordinates activities related to equal opportunity problems through fact-finding, negotiation, mediation and voluntary compliance programs.  Plans compliance reviews where complex equal opportunity problems may exist and conducts investigations to eradicate and enforce compliance in accordance with federal and local laws.

Major Duties and Responsibilities 

Responds to the complaints and inquiries from investigations of discrimination based on race, color, religion, sex, national origin, age, handicapping condition, gender identity or expression, political affiliation or other basis specified by law.

Conducts interviews with complainant, charging parties and identified witnesses to obtain relevant information and evidence related to allegations of discrimination.   

Engages in fact-finding analyses and reviews and evaluates facts presented by all parties.

Develops comprehensive reports of investigative findings; sets forth evidence and rationale for recommendation or course of action.

Prepares drafts of complaints, defines the case issues, investigates and identifies evidence necessary to make an adequate determination as well as negotiate and mediate outcomes.

Job Summary 

Under broad supervision, plans, directs, implements, evaluates and coordinates all activities in the compliance and resolution process.  Provides technical expertise and guidance on compliance issues surrounding the processing of discrimination complaints, counseling and investigations. Delivers consultation and training to the public and private sectors in developing equal opportunity initiatives.

Major Duties and Responsibilities 

Establishes and implements equal opportunity policies and procedures and through continuous program evaluation, ensures proper coordination and effective correlation.

Directs fact-finding analyses and interviews the charging parties, department officials and representatives of the complainant to obtain relevant information and evidence related to allegations.

Examines documents pertaining to human rights practices and policy, summarizes complaints or charges and argues difficult, complex and highly sensitive cases before hearing examiners.

Reviews, evaluates, and adjudicates reports of investigations and other records to determine whether to grant or deny employment.

Expert knowledge of review and negotiation techniques in fact-finding, analysis and interviews to determine meaning, weighing relevance and accuracy of information, and importance of compliance with equal opportunity laws.
