Workforce Development Specialist

 

Workforce Development Specialist - CS-0142-09

Job Summary 

Under direct supervision, assists in providing workforce development services to District residents.  Assists customers in resume preparation, interview preparation and completing job applications. Administers pre-employment and placement assessments and maintains applicable program records.

Major Duties and Responsibilities 

Conducts orientation seminars for new customers to help them understand program offerings and the types of services provided.

Administers pre-employment and placement assessments. Timely, processes paperwork related to assessments and training.  

Assists customers who are transitioning to employment and/or employment related training.  Assists with resume preparation; including the identification of knowledge, skills and abilities of work experience. Reviews jobs leads with customers.

Performs administrative duties; including but not limited to; processing the required paperwork to enroll customers in training sessions and capturing and providing data for workforce analysis reports.  

Maintains applicable program records including case notes, progress reports, program files and tracking documents.

Core Competencies  

Demonstrated knowledge and the ability to utilize internet, social media and other workforce related sites.   

Demonstrated skill and understanding of resume writing to outline the customers skills. Demonstrated skill and the ability to perform employment assessments.  

Knowledge of and skill in workforce training and development and the ability to assist customers with identifying positions aligned with their skill-set.   

Ability to communicate effectively both verbally and in writing.

Job Summary 

Under limited supervision, assists in providing workforce development services to District residents and referral services to other customers, as appropriate. Conducts customer assessments to determine service requirements and facilitates workshops on a variety of employment-related topics. Manages a caseload of customers seeking employment, as well as other services.

Major Duties and Responsibilities 

Performs initial assessment of customer skills and employment needs and makes recommendations and referrals for additional services such as counseling, training and testing based on the results of the assessment.

Administers and scores pre-employment and placement assessments to determine training eligibility and employment placement.

Prepares and facilitates employment services workshops on job and life coaching skills and training to assist customers in obtaining employment.  

Completes intake activities and opens and monitors cases for assigned customers. Follows up with customers to ensure they are attending recommended training and counseling and completing assessments.

Core Competencies  

Knowledge of internet job searches, and the use of the social media and the ability to assist in resume writing, employment placement and counseling techniques.

Knowledge of and demonstrated skill in industry related workforce development resources.  

Knowledge of and the demonstrated use of appropriate training techniques and training materials.  

Demonstrated ability to communicate effectively both in writing and verbally using technical and non-technical language.

Workforce Development Specialist - CS-0142-12

Job Summary 

Under limited guidance, provides workforce development services to District residents, as well as referral services to others, as appropriate. Specializes in working with a specific populations to include; veterans, individuals with child support orders and youths or individuals within the District correctional system. Develops partnerships with potential employers and providers in both the public and private sectors. Conducts customer assessments to determine services required and/or referrals to training programs. Facilitates and/or coordinates workshops on a variety of employment-related topics for District residents, employers, service providers and other stakeholders. Serves as a key resource for District employers, establishing competitive wage scales, applying employment incentive programs and identifying qualified applicants.

Major Duties and Responsibilities 

Develops relationships and partnerships with potential employers and providers in both the public and private sectors. Facilitates employment and training opportunities between the employer/providers and customers.  

Works with customers to determine their skill-set and experience, matches customers with employers and training providers based on identified skills and experience.  

Prepares and facilitates employment service workshops on a variety of topics which include; resume writing, general equivalency diploma study techniques, training guidance, computer skills and job-seeking tips.  

Identifies customer needs, develops, weekly and/or monthly workforce analysis reports on program progress and customer activities.

Core Competencies  

Knowledge of employment counseling and interviewing techniques to provide services to a variety of customers, government and social service agencies.  

Demonstrated knowledge of current trends in the area of workforce development, such as career and educational training, labor market information, occupational and economic trends.  

Knowledge of community resources that provide workforce related services. Demonstrated skill in analytical techniques, gathering, analyzing and evaluating and developing workforce recommendations.  

Ability to communicate effectively both orally and in writing.  Demonstrated ability and skill in drafting proposals according to local and federal guidelines.
