Job Summary
Under general supervision, advocates and promotes business opportunities for local, small and disadvantaged business owners to ensure their participation in the procurement process within the public sector and awareness of opportunities in the private and federal sectors.
Major Duties and Responsibilities
Analyzes problems to identify significant factors, gathers pertinent data and develops alternative solutions.
Participates in the implementation and monitors business development strategies and initiatives to promote the growth and development of local certified business enterprises.
Provides information pertaining to the procurement and office procedures, including certification requirements to the business community and agency liaisons to ensure the agency's vision is promulgated.
Generates and maintains centralized listings of contracting opportunities sent to the agency for distribution to local certified business enterprises and for publication on web listings.
Core Competencies
Knowledge of the Local, Small and Disadvantaged Business Enterprise Act, laws, rules, regulation and established policies, practices and procedures. Knowledge of the agency's programs, organizational structure, goals and objectives, policies, procedures and guidelines.
Ability to plan, schedule and conduct public projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of outreach efforts to community organizations.
Knowledge in strategy development, guiding new business opportunities for local businesses, creative problem-solving skills and ability to analyze new regulations.
Skill in oral and written communication to prepare and present recommendations and solutions regarding issues based on analysis and evaluations including the preparation and/or presentation of reports.

Job Summary

Advocates for local certified business by addressing surety, bonding, payment related and other issues involving the utilization of firms.

Job Summary
Within broad guidelines, serves as Senior Advisor to agency leadership on matters related to business opportunities and programs, for the assurance of capacity building of Certified Business Enterprises (CBE). Conducts project management data analysis. Provides effective communication and prioritizes multiple critical assignments. Work involves high degree of complexity in order to monitor, investigate, and provide recommendations for business opportunity programs.
Major Duties and Responsibilities
Provides management with various reports regarding agency/contactor outreach and identification of potential business opportunities for CBE.
Prioritizes and expeditiously processes cases to meet deadlines, resolve problems related to assigned task, studies continuing problems related to assigned task and the quality/quantity of work/operating effectiveness, and develops corrective action.
Analyzes and processes data retrieved from the online tracking system. Provides management with various reports regarding agency/contactor outreach and identification of potential business opportunities for CBE.
Conducts site visits to development sites to ensure prime and CBE subcontractors are performing duties as assigned as outlined in the subcontracting plan submitted to the District of Columbia.
Identifies problem areas that may constrain an agency's ability to comply with applicable Small Business Enterprise utilization requirements and recommends solutions.

Knowledge of the agency's program functions, organizational structure, goals, objectives, policies, procedures and guidelines of the Department of Small and Local Business Development. Comprehensive knowledge of the Local, Small and Disadvantaged Business Enterprise Assistance Act of 2005, laws, rules, regulations, and established policies and procedures. Expert knowledge of and skill in applying these laws and regulations and in developing new techniques and approaches.
Comprehensive knowledge of analytical and evaluative methods and techniques. Skilled in fact finding, analysis and problem solving, identifying problems, analyze findings, and recommend solutions.
Ability to review and interpret business plans, financial statements, business formations, and have knowledge of the District's contracts and procurement rules and regulations.
Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness, and the improvement of complex management processes and systems.
