Job Summary 

Under direct supervision, handles the duties and responsibilities set out below, generally beginning with matters that are simple.  This is the beginning level position in the Attorney Advisor job progression.  Provides, or assists in providing, legal research, representation, written memoranda, and legal advice in areas not limited to  affirmative civil litigation, defense civil litigation, criminal prosecution, juvenile prosecution, child protection, domestic violence, consumer and trade protection, personnel and labor relations, real estate, procurement, economic development, tax and bankruptcy, and land use, etc.  

Major Duties and Responsibilities 

Performs legal research, prepares or assists in preparing legal memoranda.

Assists litigators representing the District by preparing responses; identifying and researching claims of privilege; assisting in developing litigation strategy; and reviewing pleadings.

Researches legal issues raised during the negotiation; and drafts or reviews documents and controlling law.  

Interviews witnesses; collects evidence; examines the District’s case; prepares pleadings and memoranda of law; and develops litigation strategy.

Core Competencies  

Knowledge of applicable District and Federal laws, regulations, guidelines, principles, practices and techniques, including organization policies and relevant judicial decisions.

Skills in analysis and resolution of legal issues in an orderly, systematic, and effective manner.

Skill in communicating precisely and effectively, both orally and in writing.

Basic Qualifications   

Must be an active member in good standing of the District of Columbia Bar or can waive in and be admitted within 360 days of appointment.  An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.

Degree Required: Juris Doctorate (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.

Job Summary 

Under general supervision, provides proficient assignments involve providing legal research, representation, written memoranda, and legal advice in areas not limited to affirmative civil litigation, defense civil litigation, criminal prosecution, juvenile prosecution, child protection, domestic violence, consumer and trade protection, personnel and labor relations, real estate, procurement, economic development, tax and bankruptcy, and land use, etc.

Major Duties and Responsibilities 

Provides legal advice; and conducts extensive and detailed legal document research dealing with proposed laws and amendments to existing laws.

Recommends and drafts new, enabling, legislation and amendments to existing legislation,

Drafts testimony for the Senior Attorney, the General Counsel or designee.

Interviews witnesses; collects evidence; examines the District’s case; and confers with policy makers, as appropriate.  

Prepares pleadings and memoranda of law; develops litigation strategy; and represent District during the proceedings.

Job Summary 

Under limited guidance, works independently, as appropriate, providing legal research, representation, written memoranda, and legal advice in areas including, but are not limited to,   affirmative civil litigation, defense civil litigation, criminal prosecution, juvenile prosecution, child protection, domestic violence, consumer and trade protection, personnel and labor relations, real estate, procurement, economic development, tax and bankruptcy, and land use, etc. 

Major Duties and Responsibilities 

Provides expert legal advice and conducts extensive reviews of various legal documents.  

Researches legal issues raised during negotiations, and advocate for District during negotiations.

Interviews witnesses, collects evidence, examines the District’s case, and confers with policy makers, as appropriate.  

Prepares pleadings and memoranda of law; and prepares notice of intent to take disciplinary action, where appropriate.

Develops litigation strategy; drafts letters, memoranda, and recommendations; and statements of reasons.   

Represents the agency in hearings; and prepares necessary documentation to support cases.  

Consults management and supervisors on legalities; and provides clarification of policies, statutes and legislation.

Core Competencies  

Expertise in conducting detailed legal research; and analyzing the impact of legal issues and findings/rulings.

Skilled in applying legal precedents which are highly arguable due to the complexity of facts.

Job Summary 

Within broad guidelines, serves as senior advisor, using education and experience to perform the job.  Works more independently or more quickly, and the issues/matters are more complex and difficult.  Overall assignments involve providing legal research, representation, written memoranda, and legal advice in areas including, but are not limited to,  affirmative civil litigation, defense civil litigation, criminal prosecution, juvenile prosecution, child protection, domestic violence, consumer and trade protection, personnel and labor relations, real estate, procurement, economic development, tax and bankruptcy, and land use, etc.

Major Duties and Responsibilities 

Reviews various legal documents and relevant case laws to determine whether execution or non-execution.   

Examines and analyses proposed orders, legislation and other legal documents from various sources for legal sufficiency.

Represent the District in adversarial administrative  and/or affirmative and defensive civil litigation proceedings.   

Interviews witnesses, collects evidence, examines the District’s case, and confers with policy makers, as appropriate.

Prepares pleadings and memoranda of law, develops litigation strategy; reviews complaints and citations; and represent District during the proceedings.   

Consults frequently with officials of various administrative agencies, providing advice as to the extent of their legal duties and power.

Attends and participates in hearings before committees of the Council of the District of Columbia.

Provides training and technical and substantive assistance to colleagues and agency staff.

Job Summary 

Within broad guidelines, serves as the deputy chief legal officer, assisting the General Counsel in managing the organization’s legal affairs and staff assigned to perform legal work.  The overall function is to provide comprehensive legal service, counsel, recommendations, reviews, and opinions regarding all functions and activities, both programmatic and administrative. 

Major Duties and Responsibilities 

Supports the General Counsel in all areas of the office’s operations, to include implementing, coordinating, and directing the legal affairs.   

Advises the General Counsel on legal and policy matters related to legislation and regulations.

Independently, plans, develops and institutes short- and long-term plans and activities, incorporating strategic provisions.

Participates in overseeing the review, research, and preparation of selected sensitive, and often confidential inquiries from congressional officials.

The advice and recommendations are generally accepted as sound and authoritative.  The work involves managing the agency’s legal affairs and subordinate program/office legal advisors that falls under the umbrella of an assigned agency.

Major Duties and Responsibilities 

Develops and institutes agency legal guidelines, new and improved policies, procedures, and processes to effect efficient operations.

Provides summary analyses of issues and recommendations for consideration of the agency head or high-level executive official.

Authoritatively, plans policy decision-making; develops short- and long-term plans and activities; and directs the legal affairs.
