Job Summary 

Under direct supervision, operates control room equipment, such as master control systems, manual cameras, and audiovisual mixers. Troubleshoots basic audiovisual equipment errors and maintains audiovisual databases.

Major Duties and Responsibilities 

Assists in a variety of audiovisual production tasks which include encoding and functions related to the broadcasting of programs. Provides basic technical and logistical support to production companies.

Assists in the operation and maintenance of master control systems and audiovisual production equipment for activities such as editing and recording.

Maintains a record of production resources, projects, videotapes, and other presentation materials.

Assists in the troubleshooting of basic audiovisual equipment and software issues. 

Core Competencies  

Knowledge of production principles and methods and basic knowledge of editing software programs.

Knowledge of master control systems, camera, videotape recorder, audio recorder, and typical office equipment.

Knowledge of the agency's function and how it is administered in order to effectively monitor cable television operations in the District.

Ability to use sound judgment in identifying issues and problems, in seeking solutions based on cable television rules, regulations, and procedures.

Audio Visual Production Specialist CS-1071-11

Job Summary 

Under limited supervision, converts raw production elements to finished products for broadcasting. Uses character generators, switchers, and recording devices to acquire video and audio for program creation. Performs complex technical troubleshooting and assists with basic equipment repairs as needed.

Major Duties and Responsibilities 

Performs manipulation of animated graphics, stills, animations, and titles. Edits audiovisual elements and monitors quality of programs to be broadcasted. Encodes council hearing and programs.

Performs relevant roles in complex productions of live or recorded television programs either in studio or on location. Operates studio equipment such as cameras, switchers, servers, character generators, and audio and video recording devices to acquire media.

Maintains a record of the production resources, equipment, projects, videotapes and other presentation materials.  

Performs complex troubleshooting of audiovisual equipment, assists with basic equipment repairs, and may resolve software issues.

Core Competencies  

Knowledge of production principles and methods and knowledge of editing software programs.

Job Summary 

Under general supervision, programs and manages the municipal channels, effectively maintains control over all production equipment, and ensures all productions are scheduled and implemented.

Major Duties and Responsibilities 

Provides technical direction with multi-camera/source operation in the studio as well as in the field, including editing, using such equipment as character generators, switcher, audio mixers and boards, and mobile production units.

Creates audiovisual productions consisting of recorded sound, narration and music as accompaniments to videodisk masters, multi-screen programs, automatic slide shows, museum like exhibits or scenic and historic sites.

Conceptualizes the broad approach to the productions and works with the scriptwriter to translate the information into specific stylistic and narrative elements.

Responsible for saving, transcoding and distributing media files in various digital formats.

Core Competencies  

Knowledge of the production equipment utilized by the Office of Cable Television, Film, Music and Entertainment.

Knowledge of the processes, methodologies, equipment, and related requirements involved in planning and carrying out the steps to produce quality productions.

Knowledge and understanding of how to program a cable channel delivery system by sending and receiving fiber feeds, for two different channels with concurrent around the clock programming.

Knowledge of the technical complexities of the general operation of the cable TV channels; how the systems operate and how the programming signals are sent from point of origination to the multiple receiving locations.

Supervisory Audiovisual Production Specialist - MS-1071-13

Job Summary 

With broad supervision, responsible for the maintenance of the professional standards that incorporate into scripting and cable casting of programs and program continuity for the District Government's municipal access channels.

Major Duties and Responsibilities 

Coordinates the duties of responsible staff in planning, videotaping, scriptwriting, graphic production and editing of all programming produced for the channels.  

Instructs and critique producers on writing, information gathering, political elements and other content elements for the various programs.   

Provides oversight and support to producing staff to ensure that producers adhere to timelines, objectives and professional standards.   

Schedules productions, direct edit sessions, coordinate program productions, and write and produce for cablecast, prepare and distribute scripts, produce special segments, and meet all show deadlines.

Core Competencies  

Knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means to produce television programming through live broadcast, cablecast and other means.   

Knowledge and understanding of how to program a cable channel delivery system.

Knowledge of broadcast cameras, studio cameras and linear and non-linear editing systems in order to produce sophisticated visual or audiovisual effects.

Knowledge of the processes, methodologies, equipment, and related requirements involved in planning and carrying out the steps to produce quality productions.
