Job Summary
Under direct supervision, performs developmental and/or recurring assignments in support of procurement activity. Services primarily through advertising or limited use of negotiation techniques/transactions are usually developmental and designed to increase skill and knowledge.
Major Duties and Responsibilities
Provides assistance in developing reports on procurement activity requested by Management Officials, the Office of Contracts and Procurement, the Mayor and the Council.
Works with front line program managers in developing and/or clarifying specifications, administers already negotiated and formally advertised contracts.
Determines whether goods and commodities delivered comply with specifications, contacts bidders to obtain necessary clarification on proposals and costs.
Provides assistance in the compilation of data and materials requested by external auditors, participates with higher level specialist in procurements using formal advertisement.
Core Competencies
Knowledge of basic procurement procedures and techniques and commonly used contracting methods and contract types to carry out recurring assignments and perform developmental assignments or segments of large procurement actions.
Familiarity with business practices and market conditions sufficient to evaluate bid responsiveness, contractor responsibility and contactor performance.
Ability to present information, compose memoranda and minutes, and draft contract provisions and supporting documents.
Knowledge of various type of contracts, techniques for contracting or procurement, and contract negotiation and administration.

Job Summary
Under general supervision, responsible for all aspects of contracting transactions from initiation to recommendation of award. Provides assistance on procurement services for several activities for an agency/department’s administration.
Major Duties and Responsibilities
Develops the bid solicitation which includes statement of work, terms and conditions, and other requirements for basic procurements.
Reviews requisitions prepared by program or agency staff to determine that proper specifications/purchase descriptions are included. Assists program and agency staff in developing statement of work.
Evaluates bids and proposals for compliance with specifications, purchase descriptions, and applicable clauses.
Assists higher-level Contract Specialists in determining the most appropriate method of procurement.
Core Competencies
Knowledge of most common contracting methods and contract types to plan and carry out pre-award and post-award procurement actions.
Knowledge of cost/price and market analysis techniques such as cost estimating sufficient to evaluate a contractor’s proposal and prepare a pre-negotiation position.

Job Summary
Under general supervision, performs generalized duties and responsibilities required for contracting goods and services by formal advertisement and negotiation for offices under the appointed authority. Responsible for pre-award and post-award functions involving specialized procurement of importance to the agency.
Major Duties and Responsibilities
Develops procurement objectives for the program in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangement, subcontracting policy, and similar considerations.
Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
Evaluates bids and proposals for compliance with specifications, purchase descriptions, and applicable clauses.
Analyzes and reviews the procurement process to assure that proper procedures are followed and recommends changes in the process which will improve procurement activities.

Job Summary

Job Summary
Under broad guidance, responsible for pre-award and post-award functions involving specialized procurements of significant importance to the agency. Determines the most appropriate method of procurement and reviews submitted bids and proposals to determine the most competitive, and either selects or recommends to management the most advantageous bid.
Major Duties and Responsibilities
Develops the bid solicitation which include directing the working teams to establish the statement of work, terms and conditions, and other requirements of complex and or highly specialized procurements.
Conducts pre-proposal meetings with perspective contractor(s) to ensure a clear understanding of what is required under the proposed contract.
Performs and executes all duties and responsibilities associated with assigned warrants granted to senior level position, determining the most appropriate method of procurement and the competitiveness of the cost range.
Conducts marketplace analyses to construct pricing arrangement, subcontracting policy, and similar considerations.
Prepares and maintains current acquisition plans, milestone charts, and related schedules, using assigned systems and tools to input, track and report on work items.
Performs administration activities such as contract modifications and development of change orders; issuing stop work orders reviews settlement proposals, monitoring vendor/ contractor adherence to all contractual and performance related guidelines and terms; and terminating contracts as required.

Job Summary
Under administrative supervision, has complete authority for all contractual actions and phases of the program including initial planning, requirements definition, advanced and engineering development, testing, prototype procurement, and initial and production.
Major Duties and Responsibilities
Assigns contract and procurement actions to subordinate employees and provides detailed specific instruction on work assignments. Evaluates employee’s work performance and coaches and develops the team for maximum results.
Participates on interview panels and makes recommendations for appointments, promotions, status changes, awards, disciplinary actions, separations, reassignments, etc.
Solves problems related to the work suggestions, complaints, grievance, and other matters involved in the day-to-day operations of his/her assigned unit and the agency as a whole.
Executes a variety of contract actions using a full range of acquisition techniques. Develops recommendations for a variety of policies and programmatic issues for use by procurement and other units within Office of Contracting and Procurement (OCP).
Directs the issuance of necessary contract modifications, negotiation of changes, and exercise or options. Resolves deadlocked negotiations.
Develops innovative solutions for unique contracting challenges. Directs investigations of contractor claims including advising on critical contracts/agreements. Identifies and takes steps to eliminate bottlenecks impeding procurement actions from proceeding.
