Human Resources Specialist - CS-0201-09

Job Summary 

Under direct supervision, provides specialized Human Resources functions and services in an area such as recruiting, benefits, compensation, classification, performance management, training, or employee relations. Assists with the administration of other Human Resources specialty areas or programs. Conducts basic research, analysis, and evaluation. Interprets applicable Human Resources policies and procedures, responds to basic inquiries, assists in the preparation of reports and analytical studies, and processes various personnel actions in PeopleSoft. 

Major Duties and Responsibilities 

Interpreting and applying the personnel rules and regulations as well as agency internal procedures and processes; analyzing, evaluating and approving individual cases and recommending solutions to atypical or unprecedented cases.

Assists in the preparation of reports and analytical studies.  

Responding to requests for information; performing limited research and analysis of applicable laws, regulations, policy, etc. and preparing summaries and recommendations for action.

Assists in the identification of program utilization trends. 

Core Competencies  

Knowledge of, and ability to apply, principles and concepts applicable to the field of human resource management.

Knowledge of two or more specific human resource management specialties to independently perform routine HR management functions.

Ability to utilize Microsoft Word, Excel, Access, PowerPoint, etc. and demonstrated knowledge of PeopleSoft or other HRIS Systems.

Job Summary 

Under general supervision, provides specialized Human Resources functions and services in areas such as recruiting, benefits, compensation, classification, performance management, training, labor relations or employee relations. Administers a Human Resources specialty area or program. Serves as an advisor to management and supervisors, prepares communications and trainings, implements new or revised Human Resources services or programs, interprets Human Resources policies and procedures, and conducts moderately complex research, analysis, and evaluation projects.

Major Duties and Responsibilities 

Interpreting and applying personnel rules and regulations as well as agency internal procedures and processes; analyzing, evaluating and approving individual cases and recommending solutions to atypical or unprecedented cases.

Planning and implementing continuing personnel management services and/or programs in areas of specialty.  

Developing plans, procedures, and operating methods for assignments; researching and analyzing problems/issues and proposing alternative solutions.

Providing management advisory services involving a high degree of technical skill.

Core Competencies  

Knowledge of, and the ability to understand and apply laws, rules, regulations, and policies and procedures related to human resource management program.  

Knowledge of, and ability to apply a wide range of methods used to gather, analyze, and evaluate information concerning management personnel processes, draw conclusions and recommend appropriate action.

Job Summary 

Under broad guidance, plans, develops, implements, and evaluates overall agency human resources and associated labor relations policies and programs.

Major Duties and Responsibilities 

Counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues.

Provides human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency.  

 Renders decisions in the interpretation of the human resources regulations to agency management and employees.   

Recommends human resource policy or operations changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved.

Core Competencies  

Knowledge of two or more specific human resource management specialties to independently provide HR services for assigned organizations or to perform major segments of complex policy/program studies and evaluations.

Ability to develop, interpret and analyze data and the ability to extract information from various automated systems to generate specific reports.

Skill in the interpretation and application of laws, rules, regulations, policies, procedures, collective bargaining agreements and administrative guidelines combined with the expert ability to use sound judgment and reach logical/useful conclusions.

Job Summary 

Senior-level expert in a Human Resources Specialist role for an agency as a whole. The agency Human Resources Specialist provides: human resource management (HRM) services that strengthen individual and organizational performance, which enables the District government to attract, develop and retain a well-qualified, diverse workforce; leadership, strategic planning, and direction for the agency; and consultation to the agency's staff on human resource issues.

Major Duties and Responsibilities 

Determines qualification requirements for all levels of jobs, including managerial, supervisory and nonsupervisory with non-specialized and specialized requirements. Determination is based on rules, regulations, and industry standards for a variety of positions.

Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Prepares lists of eligible job applicants in accordance with regulations and policies.

Writes consistent, coherent position vacancy announcements in collaboration with the manager, supervisor or other senior level staff. Compares position descriptions with vacancy announcement, and in qualifying candidates for positions applied.  

Reviews vacancy announcements for quality and accuracy to advertise jobs and qualifies applicants. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media including newspapers, list serves, and websites.

Reviews Selection Certificates to assure adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR) and conformance with the goals and objectives of the agency. Conducts personal reference checks.

Core Competencies  

Knowledge of, and skill in applying HR recruitment, staffing and placement principles, concepts, practices, laws, regulations, policies, and precedents sufficiently to provide HR management advisory and technical services on organizational functions and work practices.

Knowledge of and understanding of the principles and methods of job analysis. Comprehensive understanding of the relationship of other specialized fields of HRM, such as position management, succession planning, and workforce development.

Knowledge of, and ability to understand and apply District, federal and other applicable personnel laws, rules and regulation in order to complete work assignments related to competitive and non-competitive I-R actions in an accurate manner.
