Job Summary
Under broad supervision, plans, develops, implements, and evaluates overall agency human resources and associated labor relations policies and programs by assigning subordinates to resolve issues/problems requiring consideration of the total human resource management program.
Major Duties and Responsibilities
Plans and coordinates an agency’s workforce to best use employees’ talents.
Partners with the leadership team to understand and execute the organizations human resource and talent strategy as it relates to current and future talent needs, recruiting, retention, and succession planning.
Oversees agency’s performance management program.
Serves as a consultant to advise other managers on human resources policies and issues, such as equal employment opportunity and sexual harassment.
Coordinates and supervises the work of specialists and support staff.
Manages the talent acquisition process, which may include recruitment, interview, selection, hiring processes, and collaborating with selecting officials to understand skills and competencies required for positions.
Handles staffing issues, such as mediating disputes and directing disciplinary procedures.
Core Competencies
Knowledge of human resources management and the policies, precedents, procedures, and accepted practices, and regulations that govern District of Columbia human resources actions and procedures including planning, organizing, coordinating, and implementing the overall human resource function in an organization.
Skill in the interpretation and application of laws, rules, regulations, policies, procedures, collective bargaining processes and effect on employees, and administrative guidelines combined with the ability to use sound judgement and reach logical/useful conclusions.
Ability to effectively supervise staff and provide leadership in a managerial capacity in a human resources department, including, but not limited to: establishing goals, objectives, and priorities in accordance with the agency’s overall mission including planning, directing, coordinating, controlling, and evaluating through subordinate supervisors.

Knowledge of the mission, organizational structure, function and operation policies and procedures of the agency as it relates to the oversight of recruitment and performance management programs.
Knowledge of and skill in the application of analytical and evaluative theories, concepts, procedures, methods, standards, and practices to the interpretation of broad policies. Ability to plan, analyze, and execute on departmental requirements, reporting structures, implement strategic improvements, and related customer service needs.
Ability to effectively manage staff and provide leadership in a managerial capacity in a human resources department, including, but not limited to: establishing goals, objectives, and priorities in accordance with the agency’s overall mission which include; planning, directing, coordinating, controlling, and evaluating multiple units through subordinate supervisors/managers.
